Distinguishing Between Private and Public Property Trees in Ventura

Public and Private Trees Are Governed by Different Regulations

 Here in Ventura County, questions about tree removal often require distinguishing between what are private property trees and what are publicly managed trees (like those in parkways or on streets).  Each of these types of trees are governed by different regulations and require different permit processes. For public trees, contact the City of Ventura's Urban Forestry Program or Ventura County Public Works depending on the specific location. For protected trees on private property, the Ventura County Planning Division is the authority, and you must obtain a permit under their Tree Protection Ordinance. 


For Trees on Private Property 


Ventura County Tree Protection Ordinance: This ordinance, which is managed by the Ventura County Resource Management Agency, requires permits for pruning beyond specified limits or for removing protected trees, such as oaks and sycamores.


Contact the Planning Division: Before trimming, removing, or impacting any protected tree on private property, contact the Ventura County Planning Division to ensure you comply with the ordinance and obtain the necessary permit.


Penalties: Removing a protected tree without the required permit can result in double fees, charges for staff time and arborist costs, and the requirement to offset the loss by planting and monitoring replacement trees for five years.


For Trees on Public Property (know as “City Trees”)


City of Ventura Trees: For trees on public land within the city limits, contact the City of Ventura's Urban Forestry Program to inquire about pruning, removal, or new tree planting requests. 


Ventura County: For trees located in public parkways or on county rights-of-way outside the City of Ventura, you will need to obtain a road encroachment permit from the Ventura County Public Works Agency.

  • Private Property: Reach out to the Ventura County Planning Division. 
  • Public Property: Contact the City of Ventura Urban Forestry Program or the Ventura County Public Works Agency for county-managed areas.
